My dear Sir Stafford,
Since you were with us here in America our little group of people who wanted to help Indusco has grown quite a lot. Your speeches and your support here gave us a splendid send-off so that we have grown steadily ever since.
Recent events have brought us into contact with administration and official people in Washington who see the importance of the work that the Chinese
Industrial Cooperatives can do in China, and are anxious to assist us in every way. People like Mrs. Roosevelt, the President himself, Lauchlin Currie and Owen Latti- more have all been extremely helpful. Everybody realizes the important part the Chinese Industrial Cooperatives play increasing production and strengthen- ing the desire of the people to fight against Japan.
We have been able to send a fair amount of money to China which is helpful up to a certain point, but we now need two things to enable the tempo of production to be increased. We need certain essential equipment and we need technicians who will enable the Chinese to make better use of the materials available.
We would like to set up the International Committee which used to be in Hongkong, in India. The people who worked on this Committee have been able to escape and are in China. We are extremely anxious that the Secretary, Chen Han-seng, should go to India and set up the Committee there. This Committee could then buy the necessary materials in India and obtain some technicians for immediate dispatch to China, and also technical advice. Further, Chen Han-seng would be able
